The United States Department of Transportation’s Build America Bureau is requesting comments on its proposed America’s Great Corridors of Commerce (AGCC) program, a “voluntary, applicant-driven process in which [right-of-way (ROW)] owners propose corridors for strategic colocation of utility infrastructure in the transportation ROW through an innovative public-private partnership (P3) model“. CPE is pleased to offer the following comments, attached below.
Utilizing the corridors for linear infrastructure development represents an opportunity to minimize the number of landowners or lessees with whom developers must negotiate. At the same time, there is significant scope for the public sector to provide resources and guidance that allow these structural advantages to be more fully realized. This RFI is an important step in that direction. To realize its full potential, AGCC must be met with commensurate increase in underwriting capacity at the Build America Bureau and full engagement with public-sector entities.
