Thermal Energy Networks Fellow
Location: Remote
Job Type: Part-time, contract
Duration: ~10 hours/week up to 8 months
Compensation: $12-25,000; negotiable
Reports to: Director of Energy
The Center for Public Enterprise seeks a fellow to support states and municipalities in developing business models for the financing and implementation of Thermal Energy Networks (TENs) via public sector investment and development. The fellow will provide research and writing support for a series of research briefs (~10-15 pages each) on different ownership and financing structures for TEN systems. The documents will be targeted at municipal and state policymakers interested in studying, piloting, and developing TENs systems. This research is undertaken as part of a team led by Black Swan Lab in Massachusetts.
The fellow will report to the Director of Energy and Vice President of Research. As part of this work, the fellow will participate and assist in organizing a series of convenings to socialize ideas with these audiences, OEMs, utilities, private capital, and independent advocacy organizations. Opportunities may arise for the fellow to participate in other projects related to building retrofits, energy efficiency, TENs, and other analogous topics.
Responsibilities
- Supporting the research and writing of 5- 7 research briefs (10-15 pages each). These will be the primary deliverables of the fellowship. As part of this, research tasks could include:
- Reviewing and researching utility and electric gas regulation and rate making
- Research into possible financing and ownership of TENs systems, as well as state and federal incentives that support TENs systems development
- Supporting Excel based financial modeling for research publications
- Supporting any convenings and regularly attend meetings with both CPE and external project principals
Qualifications
- Familiarity with utility regulation, thermal energy, building decarbonization, or energy finance
- Deep interest in crafting public sector solutions which leverage financial engineering
- Experience writing policy documents
- Strong Excel skills and ability to work with relatively complex data
- Graduate training or current student in economics, finance, energy, engineering, or an analogous field. Candidates can substitute for this requirement with comparable experience.
- Comfort working independently in an intellectually dynamic, fast-changing environment
